staging: brcm80211: brcmfmac: remove unnecessary cflags, WL_ISCAN_DISABLED & WL_ROAM_DISABLED

Remove unnecessary cflags, WL_ISCAN_DISABLED
and WL_ROAM_DISABLED. Iscan is ON and Roam by FW
is OFF by default.
