drivers/serial: add GENERIC_HARDIRQS dependency
Since SERIAL_CORE needs GENERIC_HARDIRQS (see below) and most serial drivers
select it, just add a GENERIC_HARDIRQS dependency to all serial drivers.
Fixes the compile error below:
