MIPS: define write{b,w,l,q}_relaxed

MIPS does define read{b,w,l,q}_relaxed but does not define their write
counterparts: write{b,w,l,q}_relaxed. This patch adds the missing
definitions for the write*_relaxed I/O accessors.
