Exynos: Add missing dependency

CPU_FREQ_TABLE depends on CPU_FREQ. Selecting CPU_FREQ_TABLE without checking
for dependencies gives the following compilation warnings:

CPU_THERMAL && EXYNOS_THERMAL) selects CPU_FREQ_TABLE which has unmet
