sched: compilation fix with gcc 3.4.6

I found that 2.6.27-rc5-mm1 does not compile with gcc 3.4.6.
The error is:

It seems that the gcc 3.4.6 requires full inline definition before first usage.
The patch below fixes the compilation problem.
