ARM: S5PV310: Update Kconfig and Makefile for supporting CPUFREQ

This patch adds ARCH_HAS_CPUFREQ in Kconfig of ARCH_S5PV310 and updates
Makefile for supporting build S5PV310 CPUFREQ driver.
