IPVS: Conditional ip_vs_conntrack_enabled()

ip_vs_conntrack_enabled() becomes a noop when CONFIG_SYSCTL is undefined.

In preparation for not including sysctl_conntrack in
struct netns_ipvs when CONFIG_SYCTL is not defined.
