pnfs: do not need to clear NFS_LAYOUT_BULK_RECALL flag

We do not need to clear the NFS_LAYOUT_BULK_RECALL, as setting it
guarantees that NFS_LAYOUT_DESTROYED will be set once any outstanding
io is finished.
