staging: dgrp: remove TIOCGSOFTCAR and TIOCSSOFTCAR handling

The TIOCGSOFTCAR and TIOCSSOFTCAR ioctls are handled by the tty layer
so the dgrp driver shouldn't try to deal with them itself.
