ARM: shmobile: Introduce shmobile_smp_cpu_disable()

Introduce the shared CPU Hotplug function shmobile_smp_cpu_disable()
for mach-shmobile. It is useful for the case when all CPUs may be
hotplugged, including CPU 0.
