USB: Remove superfluous "depends on USB_SERIAL" from Kconfig.

Given that most of drivers/usb/serial/Kconfig is wrapped inside:

  if USB_SERIAL
  ...
  endif # USB_SERIAL

remove the consequently redundant dependencies on USB_SERIAL.
