m68k: remove CONFIG_EARLY_PRINTK dependency on CONFIG_EMBEDDED, default to n

Allow CONFIG_EARLY_PRINTK without requiring both CONFIG_EMBEDDED and
CONFIG_DEBUG. Default to disabled.
