ip6_tunnels: raddr and laddr are inverted in nl msg

IFLA_IPTUN_LOCAL and IFLA_IPTUN_REMOTE were inverted.

Introduced by c075b13098b3 (ip6tnl: advertise tunnel param via rtnl).
