Staging: Comedi: Fix a few NI module dependencies

The ni_tio and ni_tio modules do not depend on the 8255 module, but the
ni_atmio, ni_mio_cs and ni_pcimio modules do need the 8255 module.  The
ni_pcimio module also needs the comedi_fc module.
